I corrected the above, it must actually be powershell.exe to start it. Note, that the EXEC_SHELL_COMMAND effectively just launches any OS application, so the first parameter argument must be powershell.exe to start powershell itself and then followed by the command-line arguments to pass to that app...

Please try to read again. It is never actually recorded when you use the track insert mode.
Yes that’s possible but do not use the track insert mode and simply stop and fade out your cartwall when done.

I cannot reproduce that here! But I can imagine the following situation: Maybe you added the track in question to the cartwall playlist before you edited the track (outside that lib/playlist) and changed their cue-points. As a result, the cue-points within the cartwall library playlist are different...

Yes, see the control-commands in the Appendix of the User Manual. For example see the EXEC_SHELL_COMMAND or EXEC_SHELL_COMMAND_SYNC command. You can e.g. use the event system of the Mixer channel to trigger such command (right-click on the mixer channel name and select Edit Control Command Events...).

You have defined/used the advertslot twice! Once referenced from the script and once referenced from the overlay! Thus it is used twice in the resulting playlist! One entry is coming from the overlay, which is resolved as a playlist insert and the 2nd entry is coming from the execution of the script...

Or, that UAC uses a networking or system feature, which causes that on your machine.
This is actually what I believe is happening.
It is just very hard, if not impossible to detect what this is.
