Yes, that looks like a bug. I'll take a look.
You can use 'Recreate and Reset' on the mixer channel to remove the VST - that work in any case...

I just made another few tests here and found NO errors or issues. The .rulesets file is read in an Startup and whenever the script libraries are reloaded or manually when you click on the RuleSet button.
I recommend to not edit it manually but just copy it over to the other PC in your case.
