The genre TAG is a single string (text).
If multiple genres are defined, they are simple separat d by a semicolon.
As such you can not apply an EQUALS filter.
Instead use the CONTAINS filter.
Did you do that?

From what I am seeing here (in my code) an empty overlay should not create an issue. But you might remove it temporarily to see, if that is causing an issue. Btw, each track can have its own control-commands.
But there can not be a 'control-command' track, as a non-playable entry has to no timing assigned.

The mentioned filter will search for tracks having the "UseHookCuePoints" option set in it's track options!
It won't find tracks which simply have hook cue points defined.
If that is what you want to filter use the "HasHook = True" filter instead.
