The button is only disabled in two cases:
a) you are not using the Enterprise Edition
b) You have enabled UAC (in the general settings, section More Stuff) and are currently using a user without the AllowAdvertChanges right

You have to make sure, that:
- you are using the Enterprise Edition
- you specified an Advert Storage Path (as shown in your own screen shot)
- you have either disabled UAC, or you are using a user with the AllowAdvertChanges right
I am sorry, but I am a bit confused about the question?!
Bit the previous question you asked, why the Advert Management button is disabled. Plus you showed my, that the Advert Storage Path is already defined.
As I guess you are using the Enterprise Version, those two conditions are met.
This leaves us with the UAC.
UAC is however by default disabled, as such, you must have enabled it already manually!
As you are already using UAC you know where to define it. I.e, just check the rights of the user you are currently using. What rights have you set for that user?
So are you asking how to define UAC or what to do to enable the Advert button?

how do i delete all i don't need the overly program scheduler

You select the overlay entries (hold the shift key to select multiple) and press the DEL key to remove them.
When you right click in the upper area you can also select the entire day.
