Dayparting Music Tracks & Creating a Tempo Filter

Music is successfully scheduling through scripts. What is best practice for blocking certain tracks from playing in specific dayparts? We have heavier tracks we only want played after 7pm through 5am.

Also, how can i set a filter on tempo that regulates continuity and avoids trainwrecks? In other words want to code tracks as follows:
1 - ballad
2 - middle of road
3 - upbeat

Then want a rule/method that accomplishes the following parameters:

A "1" can only be followed by a "2" (NOTE: no back to back 1's allowed)
A "2" can be followed by a "1", "2" or "3". (NOTE: back to back 2's are acceptable)
A "3" can be followed by a "2" or "3". (NOTE: back to back 3's are acceptable)

How would i go about accomplishing this? Thanks.
