Yes, I tested it - just import that column as 'Text' and you are fine!
- Open Excel with an empty sheet
- select the Data ribbon tab, click on import external data from text
- select the .csv file and click on import
- this will open the import wizard (assistant) of excel to convert text files
- follow the instruction
- in of of the last steps (step 3) you can define the column type for each column
- select 'Text' for the resp. column

Thank you Bernd. It is a pitty the imported format is not directly in hh:mm:ss format, that would be much easier to work with it. But no problem, I already have sent the legal report and changed all playtime figures manually.
