From the Proppfrexx manual:
"\Winamp : default folder where Winamp DSP plug-ins might be placed into. You might place additional Winamp DSP plug-ins here by yourself."
I assumed this is where you would need to see the encoder.
I have not touched the encoder setup as this post indicates that installing winamp would take care of it.

Then the encoder is available.
As far as I remember there are certain Bitrate limits with the encoder when streaming.
So use 128 kbps and work your way up.
Also check the ADTS option!

ProppFrexx doesn't use any /Winamp folder?
So I am not sure where you have ever seen that?
What exact version of ProppFrexx are you using?
