I am wondering if there is a conflict outside of PF that is preventing me from connecting to the SHOUTcast server as I've now tried to connect to the server with WinAmp and that also says there is an error.

cancel that on WINAMP I have now got that to connect

There must be an issue with the the v2 encoder setup resp. streaming server connection - still, it shouldn't crash.
However, it should never crash. The bug seems to be inside the audio lib I am using.
I am currently in contact with the developer of it - as I now have all info, I hope to come back soon about this.

To further investigate the issue together with the audio lib vendor we a rurally need a crash dump file.
So please to the following:
You can generate a dump file using the ProcDump tool:

Then start ProppFrexx like this - start the Streaming Server to generate the crash:
procdump -e -ma -x . “ProppFrexx ONAIR.exe"
Then ZIP and upload the generated dump file to have a look at here:
ftp.un4seen.com/incoming/

Right the thing is I've managed to get it stable since that last crash and now the encoder just reports (An Unknown Error)

Could it be, that ProppFrexx ONAIR is blocked in your Firewall or Antivirus tool with respect to network traffic?!
AN unknown error typically indicates, that no connection to the server could even be made!

I've looked at them and it's not blocked even disabled them to and tried connecting

But then you must see some incoming connections in your SHOUTcast server console output/log. Can you post if there are any errors or what you see, when you try to connect?!

I just installed the exact same SHOUTcast version and tried it myself.
It worked like a charm after 1 minute. So I am pretty sure, that there is a network issue blocking the connection from ProppFrexx to our SHOUTcast server!
Please take a look to your SHOUTcast log file. If there would be no blocking network issue, you should and must see something like the line line highlighted in bold.
So please send me your log file from your server...

Ok it's crashing PF again and I've worked out why it closes it sometimes and not other times but still the problem with the connection. I run a laptop that acts as my auto DJ for the radio station my US Partner in the radio station also runs one as a back up should my end go down. This way we stream 24/7 on AutoDJ unless there is another DJ on with their show.
I'm running PF on my Main Desktop so to connect PF Encoder on my main PC desktop I have to KICK that stream and then go over and connect PF on my Desktop. I have about 15 seconds before my Laptop auto picks up if this happens then PF encoder just reports there is (An Unknown Error Occurred). That fits in with what you say about it being stopped from connecting to the server as the stream is in use. That issue solved, I've had my US partner turn his laptop off and I've stopped the auto DJ my end so the server stream is clear for connection.
I start my encoder in PF and reports connecting then stopped then connecting again where it hangs for about 10 seconds before PF shuts down.So the original problem is still there.
I've download Procdump and however when I use this command ( procdump -e -ma -x . “ProppFrexx ONAIR.exe" ) I get the following message
