I am considering buying the basic ProppFrexx version and want to know what are the limitations besides not having voice tracking? Can you still set the cue and mix points on tracks?

Oh it is not only playlist, it is:
- Media Libraries
- Tracks Finding
- Cartwalls
- Streaming
- Playlist Management
- Live Assist Mode
- Recording, Mixdown, Encoding etc. etc.
Actually all you need for basic and manual broadcasting or podcasting!

Sure. For example in the PFL Player or TAG Editor.
The graphical Segue Editor however is not part of it.
