Automatic rescan of folder based libraries at startup is not working even though I picked that possibility in settings. Thus my scheduler is not working as all libraries are not linked then and PF can not choose from any media files to pick up into playlist.

That sounds like the same issue as posted before...like your ProppFrexx startup is broken...
Any errors in the "Error.log" file?

I can have a look on error log when I am at home. Yes, indeed it seems like some problem with startup.
