I know Proppfrexx have some kind of function that you can pre-record song or artist introductions so it can be selected along with an associated song.
But what if this can be selected for different dj's? So that every individual presenter or dj had its own folder with the spoken voice to each song.

In many cases "in the news" headers and important news sent first, then the less important news in the end (in the same news block). It should be possible to selected priority on the news files to organize this, regardless whether sequentiual or random play.

Why not create Voice Tracking as one of the stand-alone tools? Not necessarily for free, but to a slightly lesser amount than the full installation of the program.
In studios where there should only be done Voice Tracking you do not really need to install all the software.
