Have you taken a look into the Scheduler log file to see, why the program did not start? Is the "Run Scheduler" effectively be running/green?

Also check your Scheduler options in the general settings, section 'Scripts/Scheduler' - especially the "Scheduler Start Options":
Defines the options to use when the scheduler is started (running).
Default Start Options:
- the current program will use a new playlist window
- already open playlists are not ignored
- the current program will only be started if:
. no other playlist window is open
. no other playlist window is currently playing
. no other scripting playlist window is in AutoPlay
StartNextProgramOnly:
A current program will not be started
SuppressAutoPlayForCurrentProgram:
A current program will be started without AutoPlay
StartCurrentProgramInCurrentPlaylist:
A current program will be started in the current playlist window
AlwaysStartCurrentProgram:
A current program will always be started
StartCurrentProgramSoft:
A current program will be started Soft (waiting for a current playing track to finish; else it would start immediately).
IgnoreAnyOpenPlaylists: Leaves any open playlist window state as is (effective for AlwaysStartCurrentProgram and StartCurrentProgramInCurrentPlaylist)
Note: If IgnoreAnyOpenPlaylists is not selected any other playlist window will be stopped (AutoPlay is deactivated and a current playing track is stopped).
ResetProgramScheduler: If checked, the program scheduler will be reset to trigger an already triggered program again, but only, if there is no future scheduled program playlist open.
ResetOverlayScheduler: If checked, the overlay scheduler will be reset to trigger any already triggered overlay again, but only, if there is no future scheduled overlay currently open.
Note: The options are ignored on initial scheduler AutoStart.
