Why are the contact mail addresses of a new partner not saved in Advertising Partner. I modify partner.cfg with notepad.

Good spot, there is indeed a bug in saving the eMail address!
This will be fixed soon with the next version!

A v4.2.3.1-update is out, which should fix that bug!
