Is it possible to use this in proppfrexx, and use it as a distribution for location broadcasting.

The Opus encoding is implement like any other encoder support within ProppFrexx and might also be used for ICEcast streaming.
As explained, it requires at least an ICEcast server v2.4.x on the server side - as so far no other server supports Opus streams.
So there is nothing special to 'location broadcasting' and the Opus codec. What do you actually mean by 'location broadcasting'?
The overall latency is determined by the ICEcast server an not directly by ProppFrexx - which sends the data with as low latency as possible.
