I don't know if it is feasible to achieve this, but with a slow internet connection it can take quite a while for an hour of audio tracks to be downloaded. Even if they are well compressed. I would find it useful that once an audio track has been downloaded it would not be downloaded again the next time the same track is in a playlist again.

I guess this is not really feasible, as even the ‚same track‘ might have been changed in between (eg. even the meta data).
And honestly - who today has such a slow internet connection? And what speed are you talking about, that a download takes an hour?
As such, there are currently no plans to implement a complex client side cache of audio tracks…

Just a random throught. The download/upload buffer limit is currently maxed at 1024. Would allowing higher values speed up the download time?

No. That will not change any transmission speed.
