Could you explain how the STREAMING_SETARTWORK works?
How to use it and for what it was developed?

It basically sets the artwork of the ProppFrexx streaming server, as if it would do so internally from any related track updated.
This only applies for SHOUTcast v2 servers and as a parameter you hand over manually a path to the image.

Yes, as ICEcast currently cannot handle artwork images manually.
