A playlist when played is always played from top to bottom in exactly that order (and this for good reason). But you can randomize a playlist using a right-click Miscellaneous and select Randomize.
Don’t know, if that is what you want. But maybe you can describe what you would like to achieve. Note, that you can achieve most scenarios with a script and media libraries.
