You should NEVER create 2 overlays at exactly the same time!
Sure, overlays can not be 'copied' to an already existing/occupied time...simply drag it to a free timeslot and then double-click to edit the effective start time.
But again - make sure it doesn't start at exactly the same time - else it is unpredictable which one is started first.

They do not start at the same time.
Time announce starts at 00min:00sec and adv overlays start at 00min:02sec

That's good.
However when doing a Drag&Drop the calendar checks overlapping time slots (which depends on your zoom level).
The maximum zoom level allows time slots up to the minute.
If your zoom level is e.g. 5 minutes - then copied entries can only be dropped to the next free 5 minute time slot.

When doing a CTRL+Drag&Drop operation you are creating a new overlay entry...and as such the new overlay entry needs to get the StartTime where you drop it!
And new entries are dropped to the time slot it is over...and if that is already occupied it is prohibited (as otherwise it would get the same StartTime as the already existing one).

As already said above: simply drag it to a free timeslot and then double-click to edit the effective start time.

As an hourly recurrence wouldn't work in your case, you can 'only' use a daily recurrence...
As such you are right, you need to create 48 overlays.

Note, that once you created an overlay entry within the scheduler you can hold down the CTRL-key and then click and drag on the existing entry...this allows you to 'copy' an existing entry.
After you dropped the copied entry, you might double-click on it to edit the new entry...this saves your from entering all data again and again, but only adjust the data needed, e.g. the start time.
